Yes. The important thing is to know and trust the Dom. BDSM usually involves being tied up and totally helpless. The Dom can do whatever they want and (in practice) the Sub is unable to stop them.
Apart from that the Sub and Dom should agree beforehand what action can be taken. It may include pain but is unlikely to include any permanent damage.
