Many years ago, during my first marriage, I was much more "immature" when it came to such things. My then-wife, after initially being very shy, went through a phase where she decided to not by shy anymore - at all.

Subsequent behavior at resorts would indicate that your assumption was correct.
It did appear that she was "testing the waters", so to speak, in terms of being exposed without seeming to be doing it on purpose. And I made the mistake of bringing it up.
That did not deter her at all. On our following trip, she took it a step further by shaving bald and choosing a lounge chair right by the pool; and laying there with her legs open and her bald pussy in full view of the entire pool area. This time I kept my mouth shut and never brought it up again. Best to indulge her in her "experimentation."
I think for some women - especially when raised conservative - indulging in a bit of "low-key exhibitionism" is a way to liberate themselves from a "taboo" they've carried their entire lives. They just don't want to seem "obvious" about it.
