I see "naked" as meaning "the absence of artificial covering", so, if a man has a foreskin, and it's over his cock head, then he's still naked. Personally my foreskin is always pulled back so the glans is exposed. My penis looks as if it were circumcised. As a kid I had a condition called phimosis, tightness of the prepuce, so the very first time I tried to pull it back it hurt and bled a little. Now it naturally stays pulled back.
