There's a reason for this. Heroic sculpture depicts a warrior's body going into battle. David is on the cusp of his fight with Goliath. Male organs become small before aggression to reduce chance of injury. Both Greek and Renaissance heroes have small penises because big ones were seen as bestial and base or erotic and erotic elements in heroic sculpture would have been completely unacceptable to Greek ideals.
