When a man is naked his genetals are there for all to see. They even signal some of his inner thoughts. A lady is much more descrete with her genetals tucked away behind a narrow slit. Yes she can display if she wants to. But her really outstanding sexual assets are her breasts. Large or small, firm or mobile, they go before her. She can be naked by just taking her top off.
I've been thinking along similar lines lately and how, despite the differences, it largely balances out between the sexes. Except for arousal when the male is mich more obvious.
Once clothed, the balance does shift as society generally demands a penis be de-emphasised (of course, some of us here defy that to varying degrees) whereas breasts don't have to be de-emphasised and indeed can be emphasised so many situations to the appreciation of most.
From what I've heard, and the actual conversations I've had with women about their breasts, there seems to be "categories": those who believe breasts are non-sexual, and those believe they are sexual. The latter category, in general, seems to be the more "endowed" ladies. My theory is that their large breasts, being more involved during sex-play, take on a more sexual nature. And vice-versa; small breasts, apart from the nipples, not so much.
My first wife was well-endowed, and the first time we went to a resort, she opted to go bottomless rather than topless or nude. Her hair-covered/hidden vulva being seen felt less "naked" to her than the bouncing and jiggling of her bare breasts. As a matter of fact, the first time she was "caught" nude, she immediately covered her breasts rather than her crotch. When she finally decided to go fully naked, there is no doubt that her voluminous tits were a focus for people looking at her.
My current wife was flat-chested most of her life. In the summer she would often go braless, wearing a sheer top; because she felt her tiny breasts required no modesty. She's never had any problems going topless at topless/nude beaches; because she doesn't really feel naked when her tits are out. To this day, she doesn't really feel naked unless her shaven pussy is visible to others.
I just find it interesting how women's breasts size might influence how naked they feel.
